Paper and Pen Games
There are a number of games you can play with just paper and pen. Not only do these allow for easy travel games, where all you need to pack or find are paper and pen, but paper and pen allow for some interesting abstract games where use of a pen allows for a unique type of game play.
Note that the term 'pen and paper' is also used to differentiate traditional role playing games from computer role-playing games.

Converting/Making Paper and Pen Games
There are many different games which can be played with just Paper & Pen or Paper & Pencil. Beyond the the classic paper and pen games, you can convert many traditional games into paper and pen. Some converted games require a change in game dynamics/rules, while some can be played by simply using symbols on paper instead of 3 dimensional game tokens.

Instead of game pieces, there are a number of ways to mark your moves:

Capturing and Moving
Many traditional board games allow you to captures pieces and move tokens all around the place. This can be a challenge with paper and pen games, but you may consider a few options:
use a dry erase board
use gentle pencil marks and a good eraser
Instead of removing a mark, cross it out. This area can no long be occupied/reoccupied.
Change the way the game is played so that marks can not be removed from board.
write very small in the squares so that you can cross out old marks and write in new ones - acceptable when reoccupying a space is necessary but uncommon.
Give up on the Paper and Pen only concept for that game and use game pieces

Crossline Connect dots on a circle. Last one to make a line which only crosses one other line wins. |
Cutting Corners First player draws a right angle line connecting a side of that player's color with an opponents side. After than players take turns drawing a total of 3 lines each. Each line must cross one more line that the previous line drawn. The winner is the one with the most sectioned off areas that have more sides of that player's color (denoted by the colored dot shown in the example picture). |

Nim players taking turns removing objects from one of a number of heaps of similar objects. Each player must take one or more objects from only one of the heaps. The player who is forced to take the last object loses. |

Shannon Switching Game A dot game with two players called Short and Cut. On Cut 's turn, he deletes from the graph a non-colored edge of his choice. Sim A 6 dot game where you color and uncolored edge in your own color on your turn. The goal is to avoid making a triangle between the 6 dots. |

Paper and Pen Print and Play Games
There are a few games where having pre-printed game sheets makes game play so much easier.
Blokus Duo
Players place Tetris-isc blocks on a 14x14 grid. Each player has their own starting point 5x5 squares in from opposing corners. The first placed pice must cover on of the starting places. Each additional piece must touch the corner of of another piece of the same color, but two sides of the same colored blocks can not touch. Opposing colors can touch. Players can Pass if they cannot make a move and game ends when neither player is able to make a move. At the end of the game, remaining, individual squares are counted up and the player with the least amount of squares wins.

Graph paper is great for keeping a lot of games lined up.
9tka This game is easily done in paper and pen by crossing out tokens as they enter the board. It is played on a 9x9 board which is sectioned off into 3x3 areas. Each section has a random neutral token in it. Players take turns placing tokens around boarder of play area. They then take turns moving tokens into the play area in a straight line until they stop due to another token blocking further forward movement. The player with the most tokens in each area gets a point. Player with the most points wins. |

Black Box aka LOGO and ORGO The goal is to take turn finding the 4-5 hidden 'black boxes' on a 8x8 grid. One player (Hider) marks hidden location of 'black box' on that players grid. The opponent player (Seeker) then calls out a number from around that players grid. The Hider then reports back what happened when a 'x-ray' was emitted from that spot. If it is a direct hit, the x-ray is absorbed and doesn't return. If the path of the x-ray is adjacent to anther hidden 'black box', the path of the x-ray is changed 90 degrees away from the adjacent black box. If the x-ray come in contact with another black box or travels adjacent to another before it hits the edge of the playing field, it is absorbed or the path of the x-ray is again redirected. The goal is to find the location of the hidden black boxes with the fewest amount of x-rays. Possible outcomes of x-ray beam:

Cram Players place dominoes (or a line) over two squares. The last player able to place a domino or line over/through two adjacent squares wins. One version limits one play to horizontal moves and the other to vertical moves. Instead of dominoes and a checkerboards, you can use graph paper or make rows and columns of dots. These dots can be connected vertically and horizontally. |
Crossway Connect side to side or diagonally. |

Gonnect Gonnect is in many ways a cross between Hex and Havannah with rules for territory like Go. Like Go, it has provisions for capturing which makes pure paper and pen play difficult. If you are using an erasable board, you can play by regular rules. Otherwise, you can modify the rules and simply 'X'-out captures pieces. 'X'ed out spaces become dead spaces which may allow for simpler play when erasing is challenging. |

Hippos and Crocodiles Fill river play area with alternating hippos and crocodiles. Last one able to fit their animal in the river wins. Hippos and Crocolides have different shapes to keep the game interesting. |
Konobi Blank and white player tries to connect vertical and horizontal edges respectively. Diagonally positioned stones of the same color without horizontal or vertical connections of the same color are considered 'weak connections'. It's illegal to make a weak connection to a certain stone unless it's impossible to make a placement which is both strongly connected to that stone and not weakly connected to another. Crosscuts where there is a 2x2 square with black and white diagonal setup is illegal. |

Lap guess grid game - similar to battleship. Each player secretly draws dividing lines on a grid of 8x8 cells, creating four sectors of exactly 16 squares. Mirador aka Watchtower Players take turns placing 2x2 watchtowers. Watchtowers can not touch other watchtowers - except that like colored watchtowers can touch diagonally. The goal is to connect a pair of opposing boarders via line of sight between your watchtowers without your opponent being able to block you. The trick is placing your watchtowers so that they benefit you and not your opponent. |
Omega The final score for each color is calculated by multiplying the sizes of the different groups of that color. |

Paletto The game starts with a 6x6 board filled with 36 randomly positioned 'stones' of 6 colors each. Quentin A connection game where black tries to connect north and south boundaries while white tries to connect east and west boundaries. Territories are formed when all interconnecting unclaimed spaces in a region are adjacent to at least 2 marked spaces. When a territory is formed, these spaces are marked with the color which as more adjacent spaces. Ties to go the opponent. At the end of a turn, any two like-colored, diagonally adjacent stones must share at least one orthogonally adjacent, like-colored neighbor. |

Catchup The goal is to have the largest group of spaces at the end of the game. Rule make timing of moves vital. On the first turn of the game, Ketchup must place 1 red stone in any empty cell. Then both players put 2 stones of their colors per turn in any empty cells of the board until someone makes a group of 2 or more stones of their color. From then on, the players take their turns placing 2 or 3 stones (in any empty cell) per turn depending on which player has the largest group of stones on the board:

Go is one of the most incredible games of all time. The rules are simple, yet game play and strategy can be quite complex.
One of the key dynamics of Go is the ability to captures stones or even self capture your own pieces. This makes game play difficult with paper and pen, unless you are able to easily erase your marks. And although the original game of Go can be played with paper and pencil (or erasable pen), there are many versions of go which are much better suited for paper and pen, where marks can be left permanently on your 'board'.

Many of us played these versions of Paper War in school between classes.
Fold a sheet of paper in half
Each person sketches a number of little unit icons (planes, soldiers, tanks, spacecraft, etc.) on their side
On your turn, draw a dot on your half of the paper with a pencil
Fold the paper an half again so that the two drawn sides are in contact with each other
Rub the back side of the paper over the dot so that the dot is transferred to your opponent's side
If the transferred dot touches an enemy unit, it is destroyed
The goal is generally to destroy all of your opponent's units first
Alternate rules include:

limited range of attack from each unit
medic/repair units

One player draws an irregularly-shaped figure on the paper. That player must divide it into nine sections by drawing two horizontal and two vertical lines. The other player gets to draw one line. This line must start and end at an outside edge. Starting with the player who did not draw the bending line, take turns marking vacant spaces, one at a time. The game ends when there are no vacant spaces left to fill.

Each player draws a card and keeps the web pattern secret from his opponent(s). Each player takes turns placing one of his stones on the intersections of the grid (only the center 12'12 grid on the go board is used.) Your goal is to recreate the web pattern on your card by placing your stones on the board. Once a stone is placed, it cannot be moved. It is possible that the webs two players wish to create will overlap, in which case it becomes a race to see who can capture those intersections first. Points are scored based on whether the stone placed is in alignment with your web or one of your opponent's web, with more points being scored for stones that are placed in alignment with your web.
The game ends when all players have used all their stones. The winner is whoever gets the most points at the end of the game.

Box Hex is a variant ofHex, a game invented by Piet Hein in 1942 and independently by John Nash in 1948 ,that has been adapted to a three dimensional surface - a box.
In Box Hex, the shortest paths of connection travel around the outside of the board - not through the center. There are four such paths: two for each player. This solves the strong first move advantage problem of regular Hex, where you have only one shortest path, said path being shared by both players. There's no need for the pie rule in Box Hex.
In Box Hex, as in regular Hex, one connection must exist in a filled board, and opposing connections cannot exist simultaneously. There is a pentagon in each of the six bottom corners of the box. An asymmetric board was chosen for Box Hex to make the game a little more complicated.

To play you will need to print out the game sheet and have a different colored pencil or crayon for each player. The board represents a Christmas tree the bulbs on it and the wires that join them.
On his turn a player will do one of two things -- 1) Color in any bulb not already part of a string of lights or 2) Continue a string of lights. This is done by coloring in a wire from a bulb of your color to another unclaimed bulb coloring it in.
Continue until there are no more bulbs to be claimed. Then the tree is scored -- one point for each bulb, one point for each wire.
Copolymer - A paper-and-pencil game where players take turns coloring in cells on a paper board, at least one cell per turn. When a 'connection' is formed you must color in at least one more cell while it is still your turn. Once the board fills up, the player who has claimed the majority of cells wins.

Copolymer is an ultra simple game for two players. A printed paper 'board,' a pen of one color, and a pen of another color can be used to play. Any honeycomb patterned grid with an odd number of cells can be used. Players take turns coloring in cells on the (initially empty) board, at least one cell per turn. Players are not allowed to pass on their turn. A 'connection' is formed when you color in a cell adjacent to two opposing cells (that is, adjacent to each of at least two of your opponent's cells). The game is played on game sheets that represent a three-dimensional playing area. Each player has his own sheet, while a third sheet is placed face-up on the table. This is the common map. You have one treasure chest and eight bombs to place on the playing field. Secretly choose an unoccupied square that that is on the same level as your home base for your treasure chest. Once you've placed your treasure chest, secretly place eight bombs by marking their locations on your private map.
On your turn, you have three choices of what you can do: step, scan, or defuse. Using these actions, you attempt to find your opponent's home base (where his treasure chest is.)

GHOULASHTM has one set of basic rules used over a variety of scenarios, each of which offers its particular twist.

You Need: Paper and pencil for each player. A small sketch pad works better than 8.5 x 11, but any paper will do.
There are two roles in Jam Doodle: creator/describer and drawer. During the game, you will take turns swapping roles. When you're the describer, choose a doodle and begin describing it to your partner. When you're the drawer, try to draw your partner's doodle as accurately as possible from the description.
When both of you agree that you're done, turn around and compare the doodle to the copy that was just drawn.
If the copy is an accurate duplication of the original, then you've accomplished your goal. It's okay if the copy is drawn to a different scale, as long as the ratios between the objects are accurate.
If the copy differs from the original, then take some time to discuss where it differs, why it differs, and what information could have made it come out differently.
Once you're done, swap roles and start again.

Maven - Every player is given the same 25 letters, in the same order, and they compete to make the most of them.

Equipment: Each player needs a piece of paper and a pen or pencil.
On each piece of paper, draw a 5x5 grid of squares. The first player calls out a letter. Each player writes that letter into one of the 25 available squares. Moving clockwise, the next player then calls out a letter (which may be the same as or different than any letter previously called out). Each player then writes that letter into one of the remaining squares. Repeat this until 25 letters have been called. All 25 squares will be filled on every player's grid.
Words in each column and each row are scored -- the longer the word, the bigger the score. Highest overall score wins.
Maven originated in Argentina and was introduced to North America by Dr. Marcelo Epstein, an Engineering professor at the University of Calgary.

There are a lot of games which simulate market demand and supply, but this is the only one I know of that achieves this in a way that will satisfy paper & pencil purists. Middleman's designer Eric Solomon wrote in Games With Pencil And Paper:
Since dice are not acceptable in true pencil-and-paper games the market figures are decided by adding together numbers privately chosen by the players at the start of the game.
An interesting feature of this is that a certain amount of prediction is possible on the basis of the order of the numbers (the digits 0 to 9 can be used once each) you have selected and those revealed so far by your opponents. This opens the way for skillful players to recognize which rounds provide buyer's markets and which provide seller's markets, and trade accordingly.
Players take the part of traders dealing in tins of some worthy commodity, say tuna. Each starts with a fixed sum of money and then buys and sells tins of the product with the object of ending the game with more money than his or her competitors.

In each game of Y, players attempt to join the three sides of the given triangle with continuous linked paths of colored in circles (in the players' own designated colors). It should be noted here that since this is a solitaire game, the system is fairly open-ended to interpretation, and how you want to play it. For example, while in the following 'Build Your World' section, it talks about creating a single Frontier area; there's nothing that prevents you from breaking up the Frontier into two areas, which would give you two Sea areas, as if your Empire is in the middle of a peninsula. It's your world, feel free to play with it as much as you like. Looking at the scenario maps will give you an idea how varied you can make your world.
However, your first play should conform fairly close to these given rules, as the rules and events on the cards pertain to these rules. So, when you go off and explore alternate rules from the one provided below, knowing how the cards operate will give you some understanding of how far off you can deviate. So, if you want to create a set of islands with no Frontier, fine. But you will need to figure out some way to handle the cases of when something happens that requires a Frontier.
If you are playing the bare-bones PocketCiv version, you will be using the pad of paper to draw your map, and keep track of important data. You can draw the map on half the sheet of paper, and use the other half for data tracking; or you can use a full sheet for your map, and then use the second sheet of paper in your pad for data tracking. It's all up to you!
When using the basic pen-and-pencil edition, you will be marking, crossing out marks, erasing, and mutilating the paper in various ways that it will eventually become hard to keep track of some data. Do not fear! You can simply 'refresh' your Empire at any time by copying over your current data and Empire to a clean sheet of paper as is needed.

Scribe is a brand new pen and paper game for two players. The board is easy enough to draw although a printable version is available atmarksteeregames.com. Nine 9x9 mini grids together form one super grid. The two players, '+' and 'O,' take turns marking squares, one square per turn, until the entire super grid is filled. On his first turn, the player can claim any square on the super grid. The mini grid of his last move is treated as a map. The square he last claimed points to the mini grid in which he must make his next move. By marking the squares in the grid, players attempt to form one of the 19 'glyphs' that are outlined in the rules. Each glyph is worth the number of dots that compose it. When a mini grid is completely filled, the glyph points are tallied and the high score wins. Whoever wins the majority of the nine mini grids wins overall.
Scribe is perfectly balanced so that if played randomly, neither the first nor second move player will have an advantage. No draws of course.

The objective is to move from the Start square up through the levels of the Dungeon and into the End square where the Big Bad Boss Monster lives and to finally defeat it. Failure to defeat the Big Bad Boss Monster means you have lost.
You move one square at a time, and as you move into each square you determine what is in that square and deal with it.
Sprouts - An abstract line-and-dot pen and paper game. The strategy in Sprouts lies in using your lines to divide the paper up into parts that trap dots.

Sprouts is a two-player game, invented by John Conway (the creator of the game of Life) and Michael Paterson, while they were at the University of Cambridge (United Kingdom).
The rules are:
In the beginning - a few spots are drawn on the paper;
On every move, the player must connect two spots (or one spot to itself) with curve, which doesn't intersect other curves. After that, the player must set a new spot on just-drawn curve. To every spot can be attached maximum 3 curves.
The player who on his/her turn doesn't have a valid move, loses the game.

Another classic from the basement. As far as I can recall this is the first game I created that I actually committed to paper. I believe I created this game in 1992 or 1993. Based loosely on a mathematical game called Tsianshidsi,Tako is a silly time wasting game. Enjoy!
